It would be really helpful if we were able to create folder hierarchies in our user presets to help organize our presets. I understand there is the tagging system but that is limited by what the designated tags are given and doesn’t allow organization by date. Additionally when users share presets it is painful to go through each individual preset shared and change or add tags to fit different organizational schemas rather than just plopping the preset files into desired folders.

Hey! Have you tried making your own packs to organize presets? You can do that by selecting “Create User Pack” the global settings (gear icon). Once you have different packs you can organize them on disk however you like in the different folders.
Does that help with what you’re trying to do?
